She sounds like a Kenobi, accent-wise.
Rey and Obi-Wan are the only main characters (besides C-3PO) who have, to our Earth ears, English accents. None of the Skywalkers have that accent – so whoever raised Rey must have had an accent that sounds a lot like Obi-Wan's.
